WA=Water Usage: Base rate for active service $20.46/month and $5.25/1,000 gallons used. No water usage is included in the base rate.
SW=Sewer charge: $26.12/month (residential); $27.12/month (commercial tier I); $93.00/month (commercial tier II)
Garbage Reserve: $2.50/month/per can/per tip; This is an update to the rate increase passed in June 2015 to build the Landfill Closure Reserve Account as required by the State of Wyoming (per W.S. 35-11-532) GB=Garbage service: Base rate for one 96-gallon can is $37.00/month/cart/tip (i.e. twice weekly pickup cost is $74.00/month/cart); Base rate for on 300-gallon can is $93.00/month/cart/tip. Other rates for additional cans are as follows:

Fuel Surcharge: Fuel charge passed through from waste contractor per Resolution No. 11, 2022
LANDFILL: This is for landfill usage outside of regular trash pickup. Check with the attendant for current rates.
PENALTY: Bills are due 10 days after the “BILLED” date per No. 5, Series 2018 (13.04.030). A penalty fee of $5.00 will be assessed to EVERY BILL THAT IS NOT PAID IN FULL ON OR BEFORE THE 25TH OF EACH MONTH. Additional penalty and service fees are incurred for service disconnections due to non-payment and may result in forfeiture of the current deposit amount on file and may require a new deposit before services are restored.
Bills can paid by ACH (see City Hall for this option), CASH, CHECK, or MONEY ORDER at City Hall, by CHECK or MONEY ORDER at FirsTier Bank (picked up daily), by BILLPAY from your financial institution, or by mail to PO BOX 203, Upton, WY 82730 by CHECK or MONEY ORDER. All payments MUST be received by City Hall ON OR BEFORE THE 25TH OF EACH MONTH.
